its right, but, the burocracy of our country don't do anything without
circular or order. we should obtain a clearcut order from deptt. of
personnel and training for all disabled employees for all departments.
specially for blind employees, because locomotor disabled can view regular
screens and projectors at the training centres. but, for blind employee
there is no accessibility at all. the order should also contained the
accesibility matter for blind employees.

I don't have any circular. But there is an experience to share. SBI
in collaboration with Enable India has organised training for its
visually chalenged employees. The training covered basics of
computers and employability skills as well as using the CBS (core
banking solution) of SBI with Jaws. I know a few people who were not
all using computers previously, but are able to do it it at work
place after the training. The training was conducted in two sessions
of two weeks each. I know PNB has done something similar in
colloboration with AICB in the past. But the difference is that while
PNB has sent its employees to AICB, Delhi, SBI invited Enable India
trainers to its own training center.
Usually we search for circulars to enforce something in our favour,
but instances like these prove that sensitisation is still a powerful
tool. We can quote these examples and convince other employers
including governments.

We've been receiving queries on a regular basis where people in

jobs express their desire to get some training to improve their
efficiency
at work. Section 38 of the PWD Act asks appropriate Governments and
local
authorities to formulate schemes to ensure employment of PWDs, and such
schemes shall also provide for training of such employees. We have
however
not been able to find any circular/government order in this regard. The
detailed circular of DOPT on employment issued in 2005 also doesn't have
any such provisions.
