I agree with Akhilesh. it is happening in many places. friends, what can be
done to reduce this kind of behavior of so called disabled towards visually
impaired?

Welcoming move!!!! However, to the amazing reality.
Mr. Vipin Tiwari is not providing the proper facilities for
visually-impaired in Equal opportunity cell and compelling colleges to
provide the accessible environment?
You have funds for providing the wheal chairs to physically disable
friends and you don't have the fund to provide the reader facilities
to visually challenged students!!!!
You don't ask the questions to the hostels authorities when bona fide
visually-impaired students are thrown out of hostels during the mid of
their course, and you apply all your might to compel the hostel
authorities to provide the hostel facilities to those who are failing
again and again, and for the simple reasons that they are Mobility
impaired? student with minor cut in finger is counted as persons with
disabilities and you help her to get the hostel facility to fill the
quota of mobility impaired? And then you say 2 blinds and hence 2
mobility impaired!!!!
Good move but story behind the curtains should also be seen.

After receiving numerous complaints from students with disabilities,
Delhi University on Tuesday issued a directive to all colleges and
departments to implement the guidelines of the Persons with Disability
Act, UNCRPD, and court judgments. They have also been asked to make a
report on the action taken in this regard.
Ranjeet Sharma, a visually impaired Political Science (H) student at
Rajdhani College, said: “I paid a tuition fee of Rs 5,120. The
colleges had been asked to waive off the fees of students with
disabilities. But Rajdhani College has not done so till now,” he said.
Acting on such complaints, DU has asked colleges to implement earlier
guidelines issued by it. In September, the university had provided a
concession in hostel fees and waived off the tuition fees for these
students.
With the semester examination scheduled to start around November-end,
colleges and departments have been asked to make special arrangements
for students with disabilities. They should be provided with writers,
interpreters and an invigilator per student as well as extra time, the
letter issued by the Equal Opportunity Cell of Delhi University to the
heads of all colleges, departments and faculties said.
An “access audit” was done by DU in 2008 for recommending alterations
to college and university buildings to make them more accessible by
constructing ramps, tactile paths, lifts, accessible toilets and
Braille signs. The university has directed colleges and departments to
implement the recommendations of this access audit report.
Bipin Tiwari, Officer on Special Duty, Equal Opportunity Cell, said:
“The university is trying its best to provide facilities to students
with disabilities. We are trying to get custom-made notebooks for
them. However, till that happens, students will face some problems.”
Instructions have also been given for arranging volunteers for
students with visual impairments. The university has also asked all
colleges to provide devices such as hearing aids, wheelchairs,
access-enabled computers and recording devices to students with
disabilities. Libraries have been instructed to provide instant
reading devices for converting study material into an accessible
format, the letter said.
