Hello all,
I have recently filed a complaint against exclusion of totally blind persons
from applying for a Gas Agency dealership. Copying a letter below which is
self explanatory.

Sub: Complaint of Shri Prashant Ranjan Verma against discrimination
in distribution of LPG gas agency.
Sir,
I invite your attention on the above subject enclosing a
copy of petition/representation dated 23.01.2013 received from Shri Prashant
Ranjan Verma.
2. Shri Prashant Ranjan Verma's complaint is in respect of
discriminatory treatment being meted out to persons with blindness in the
matter of allotment of LPG gas agency.
3. Para 6.2.2(b) I of your Guidelines regarding Selection of
regular LPG Distributors says that completely blind persons are not eligible
to apply for distributorship of LPG gas agency. The brochure is being
enclosed herewith for ready reference with the complaint of Shri Prashant
Ranjan Verma.
4. It goes without saying that this kind of treatment runs
counter to the spirit and purpose of the Persons with Disabilities (Equal
Opportunities, Protection of Rights and Full Participation) Act, 1995. More
particularly in the face of the fact that there exists instances where
completely blind persons are successfully running and managing LPG agency.
5. Section 59 of the Act mandates the Chief Commissioner for
Persons with Disabilities on his own motion or on application of any
aggrieved person or otherwise to look into the complaints inter-alia, with
respect to matters relating to deprivation of rights of persons with
disabilities.
6. In the above view of the matter, the Chief Commissioner for
Persons with Disabilities, Govt. of India has directed as follows:-
(a) The Ministry of Petroleum and Natural Gas may please submit the
comments in respect of the matter within 30 days of receipt of this
communication.
(b) Please ensure that persons with disabilities are not deprived
of their legitimate rights.
