I also do think standing committee route is the best instead of pressuring them to pass the bill in hurry before elections... The usual parliamentary procedure is that every bill together with the report of the concerned committee is comprehensively debated in parliament after the concerned committee submits its reports. So, to my humble way of thinking, it is all the more important if the bill goes to the concerned committee in which case the possibilities of a comprehensive debate taking place are even greater. If i am not very seriously mistaken, perhaps the bill may be refered to a joint select committee of the parliament under the relevant rules of parliamentary procedure and conduct of business. regards, Poonam.
