If the present draft bill fails to clearly define low vision, does not have adequate penal provisions, has weak institutions to monitor and enforce the law, justifies discrimination on ground of disability for furthering so-called legitimate aims, places persons with high support needs in pattronage of RCI, does not say who may be included in high support needs, and so on, why should we have it in the first place?
