If a circular claiming a 15 minute relaxation is successfully found, what will ensure the availability of the bus or rickshaw in the extra 15 minutes. If I am given one from my employer will I start 15 minutes late in the evening from the work place? And if yes, why not start a little earlier as suggested. Exceptional days of hardships in travelling might be considered in an alternate manner. Asking for the said circular seems unreasonable to me.
