Senheiser is good. I can also recommend a bone-conduction headphones called bluez2 from aftershocks. These are wireless (Bluetooth) and are not noise cancelling since they do not cover your ears at all but instead sit just in front of the ear on your cheek bone. I find these useful because unlike regular headphones, these do not cut me out of the rest of the world. These are for $99 or about rs. 6000, so almost in your budget.
They however, do not meet your requirement of noise cancellation. These also don't go into a 3.5 mm jack since these are wireless and use bluetooth. These were launched very recently and I am not sure if you will find them in India easily.
