Gross misuse of power and position, as well as glaring instances of
nepotism and favouritism while choosing heads of department and
university officials, have been pointed out by the Delhi University
Teachers' Association in their detailed dossier containing the alleged
"wrongdoings" of the Delhi University administration functioning since
2011.

"Principals of colleges were removed in an arbitrary manner and
special officers on special duty were especially deputed from the
university administration. This principal usually functioned to
victimise teachers who were (hauled up for) saying anything against
the university administration," said DUTA president Nandita Narain.

The dossier also stated that teachers who made enquiries as to
financial misappropriation were threatened with suspension and
enquiries and a show cause notice was issued to certain teachers from
the English department who refused to be part of some non statutory
committee. The dossier also made specific charges against the
university registrar Alka Sharma who has been in the university for
around seven years.

"She is not an academic; she is an officer of the university who has
been allowed to act with extra-constitutional authority. She has been
sending warning letters to teachers warning them against taking part
in protests and threatening them with repercussions if they do. Her
high-handedness was resented by teachers. We received several
complaints against her from teachers. No Registrar in the university's
90-year history was allowed to be so involved in academic matters of
the university like her. She was even allowed to be part of the
Academic Council meetings and even go on academic foreign trips,"
added Ms. Narain, while releasing the dossier in the presence of at
least 30 teachers who all had something or the other to say about the
"gross misuse of power" committed by the Registrar. Ms. Sharma did not
respond to SMS queries for her response.

Another name that crops up in the dossier is that of C.S. Dubey. The
DUTA alleged that he had been allotted several important positions in
the university for which he was not qualified. "A glaring example of
such arbitrary use of power to favour certain individuals is the case
of the Geology department in which Prof. C.S. Dubey was appointed head
on June 1, 2011 bypassing other senior professors who were more
qualified for the job. And, then his term was extended again in 2014.
He also occupies the position of the Director of the School of Open
Learning as well as the Director of the Sports Council," said the
dossier.

"He is no sportsman," said Anita Ghosh, who is part of the Sports
Council and treasurer of the DUTA, while alleging that several of his
relatives and "known" people were getting jobs as trainers and coaches
in the university.

The Delhi University Teachers' Association has come out with a charge
sheet of gross financial irregularities against the university
administration after months of "careful research, several RTIs and
common observations".

Uttarakhand relief work to random foreign trips made by university
officials to misappropriation of massive funds to promote the
now-failed four-year undergraduate programme (FYUP), the dossier has
it all. It was released along with supporting documents and copies of
RTI enquiries.

"The foreign travel by university officers has been many and there
have been several times when the university Registrar Alka Sharma has
also been sent on academic tours although she is not an academician at
all," pointed out the dossier under the head of "foreign tours".

The dossier also noted that not only UGC money but the money from the
School of Open Learning, which has a sizeable deposit because of the
fees it collects from around 1,50,000 students it admits every year,
has also been siphoned off by the university.

"The governing body in its meeting on December 26, 2013, decided to
divert Rs.100 crore to the 'Vice-Chancellor/ University authorities
for framing courses for open learning'. It also decided to 'transfer
Rs.25 crore to Ramanujan College'," said the special section on the
illegal diversion of funds from the SOL.

Under the heading "misappropriation of grants for up-gradation of
teaching facilities", the dossier stated that since 2012, an amount of
Rs.92 lakh has been spent on "Antardhvani", the university festival.
This has been revealed by RTI enquiries.

DUTA president Nandita Narain said: "The university's classrooms are
overcrowded and there is a severe shortage of faculty. The crowding
happened because of extra students, which the university was forced to
take in as part of the OBC expansion scheme. And, to allow the
university to make provisions in terms of infrastructure and teaching
staff, the UGC granted massive amount of money to DU running into
several hundred crores."
