Ajay, What I conceive is to have the impact analyses of the PWD Act on
blind people in different states. When we uniformly use disabled
category it excludes many and over-represents others. We have to
accept the reality that blind, mentally-ill and the hearing impaired
people are the most marginalized among the categories recognized under
the Act. Therefore if we use popular usage disabled denoting all
categories it would not provide us real picture. Danish, excellent I
want you to write from Punjab. State-policy adopted by the states
could be analysed. And NGO representatives could also share their
experience of working in the rural and semi-urban districts. We have
found one volunteer from Tamil Nadu. I wish we will have volunteers
willing to collaborate from other states as well. I will soon contact
people working in north-eastern states to bring them on board. It will
be worth-doing exercise please pitch in. our community will be highly
benefited. We have ample months we could extract info by filing RTIS
if recquired.
