    Description: 
The 1.3 branch of Accumulo is just about ready for release. This ticket should 
take us through the release process. On the list of things left to do are:
1. Add licenses to the few remaining files that still require them.
2. Document the release, including the tests that have been run and the build 
process
3. Tag the code
4. Do the build
5. Sign the build
6. Take a vote
