Fix For: 1.4.0
Need to write the 1.3 to 1.4 upgrade code. Need to do the following
* insert delete dir entries in !METADATA table for existing bulk dirs so they
will be deleted when empty
* added new nodes to zookeeper
* set ACLs in zookeeper
