OK, so there's /etc/ackrc, ~/.ackrc, and ./.ackrc.
I'd find it useful to have a .ackrc in subdirs so that when ack recurses
into them it can, for example have a custom --ignore-dir setting for
just that bit of the tree.
I mostly want this because I work on both libphonenumber and
Number::Phone, and the working directory for the latter includes a
second checkout of the former. It would be nice to prevent ack from
returning anything from that second checkout.
