Ugh, sorry that part of the minutes is a bit of a mess, my
apologies... here's the bit where I neglected to note no objections in
the room to keeping nonces:

    RLB: dininclined to drop nonces and thus not remove replay protection.

    DECISION:  For 156, keep nonces

    EKR: nonces are not a big deal for servers.
