the /proc/interrupts shown in comment #3 is mis-labeled,
It can't be from an "acpi=off" boot because it clearly
shows that the acpi interrupt is enabled on IOAPIC IRQ 9.

The /proc/interrupts shown in comment #4 is mis-labeled,
It can't be from an ACPI enabled boot because it has
no acpi interrupt.  Further, it is in  PIC mode,
as if "noapic" were passed on the cmdline.

The acpi=force /proc/interrupts shown in comment #18 look sane.

However, the acpi=force dmesg in comment #12 show some serious BIOS issues:
