To Len: There is no longer any simple way to test the problem, since there is
no user interface for doing a runtime suspend of a PCI device.  I'll try adding
such an interface for testing purposes and let you know what happens.

To Rui: ACPI is responsible.  When a PCI device is in D3 it can't send any
signals to the CPU except for PME#, which is routed to ACPI, not to the PCI
driver.  From what you say, it sounds like ACPI is wrong in disabling wakeup
events while the system is running.
