Exactly. ASUS eeePC have the storm issue as well, but it looks less severe, or
may be CPU there is not fast enough to service so many interrupts per
transaction.
On their hardware current "fast transaction" is able to operate in interrupt
mode regardless of the storm (2-3 false interrupts per transaction), thus if in
your case we could trigger storm detection at any higher value, we could set it
as a threshold and make everyone happy.
