A stupid question (I admit my ignorance). Why is the status of this bug
"NEEDINFO"?
I would be happy to provide more info if needed...

I have a 900X4C with gentoo, kernel 3.10.7-r1 and, as far as I know, the only
ways to fully detect the change of power state (including relevant change of
/sys/devices/system/cpu/cpu*/cpufreq/bios_limit) are to suspend/resume
hibernate/resume or reboot
