First, please check your BIOS and disable the options that may consume power
during shutdown, e.g. "Wake on Lan".
Second, boot and disable all the stuff in /proc/acpi/wakeup, by "echo foo >
/proc/acpi/wakeup" if the status of foo in /proc/acpi/wakeup is enabled.
Then, shutdown the system and see if the problem still exists.
