It means that it can't copy all of the site. but bits and pieces where still downloaded, but it can't download anything that's store on another server. For example, if all your HTML and graphics are on the web server.. but your Javascript is located on another server, IE won't be able to save the website. Of course, there's many ways around this little problem. But that's how you 'set it up'
