Thanks. After following Raimon's advice I saw the part about the runtime libraries.
I wish it weren't necessary, but I could never get the runtime DLLs to be loaded if they were packaged with the plugin -- which is strange, because I was able to get non-Microsoft DLLs to load. I tried without success to penetrate the dark mysteries of packaging DLLs, but the Microsoft documentation on the subject is the most obtuse, opaque, and altogether inscrutable bit of technical writing I have ever had the misfortune to read.
