I thought that too, but have ruled it out.

I have found an Apache Error in the logs. I've changed the hostname in
these messages. The page /oms.acgi$acr.query is the page containing the
a4D link which would be something like "/acr/detail.a4d?id=3080"

localhost:8080, referer: https://dev.example.gov/oms.acgi$acr.query
