The answer to the question depends on what you spend most of your time doing: 
designing or coding. If your goal is to code, don't even consider Dreamweaver. 
SublimeText takes a little time to get used to, but if you need something on 
Windows TextMate is not an option.

Even if you need to do a lot of design, the best way to design is to write well 
structured markup with good CSS in a good editor. You can use something like 
LiveReload to get instant feedback in the browser.
