To answer my own question. Since we'd run 4D without a key file installed the folder
/Users/webclient/Library/Application Support/4D/Licenses/ had evidently been created (or maybe already existed). Deleting that folder now allows the license to be found where installed in /Library/Application Support/4D/Licenses/...
