Could be a DNS problem. The DCDIAG and NETDIAG tools were enhanced some
time ago with options that allow you to test a server before DCPROMO to
ensure that all required conditions are met (can find the DC, can
register SRV records in DNS, etc.) That way, you can resolve any such
issues before you even start the DCPROMO. Check out Q265706 on the MS
Knowledge Base...it has links to the latest version of these tools,
tells how to use these new options, and explains how to resolve common
problems that may be reported by the tools.
It is NOT neccessary for the new DC to have DNS installed, provided it
can reach another suitable DNS server and can update its records there.
If you do wish to have DNS on the new DC, I've found that it works well
to install the DNS service but not configure it before doing the
DCPROMO. The new DNS server will automatically pick up any
AD-integrated zones once it becomes a DC.
I have not found any case where a PTR (reverse) record was required for
the DNS servers to make this work, but perhaps my configuration is
different. In my case, the DNS domain for the AD is in a seperate zone
delegated to the Win2K DNS servers from our top level Unix DNS.

Hi guys,
I have just set up a windows 2000 domain, I set up the domain controller
and I set up clients all the client machines are running windows 2000
professional and I have no problem on that present network for now.
Now I want to add another domain controller to the domain as an
additional domain controller, so I run the dcpromo command from the
command prompt and the active directory installation wizard begins.
I tell it that I want to add the present machine as an additional domain
controller. It then asks me for the domain name and I supply it, but it
gives me an error. So I try the domain name again but this time
excluding .com from the full domain name, so I get another screen and
this time it prompts with the full domain name under the domain name tab
and it completes the name with .com included. So I click next and then
it tells me that the domain name cannot be contacted, then I browse for
domains and it gives me the full domain name with .com included but if I
select that I get the same error I got earlier, so this time I exclude
the .com and then it tells me that to I want to refer to the full domain
name with the .com included and I say yes. It asks me a couple of
questions after wards but yet it is still not able to communicate with
the domain.
Please how do I solve this problem but it is really hindering my work.
