Hmmm.... Another shot in the dark here...
Check your DNS server for the information on your existing DC. Make sure
you have all the appropriate SRV records in DNS for the DC (_msdcs, _site,
_tcp, _udp). Also verify that you have GC (global catalog server) availble.
I had problems bringup a seconf DC without a GC. Theoritically, you don't
need a GC in a single domain but I ran into problems without it
There's a caveat with this though. If you only have one DC/AD server and
you are running DNS on this box and you have this server is configured as a
global catalog server, you may run into problems. I found in my lab and not
sure if this is the case universally) but I saw that certains records were
attempted to be registred for the GC in DNS before DNS was running. This
created incomplete DNS records for the DC and GC. I had to have two DCs up
and running. One with DNS and the other as the GC. At this point,
everything was OK.
To get around this and bring up the second DC, I disabled the GC function on
the server. After boot, I enabled the GC role on the one DC. After this I
was able to promote the second server. There's a Q article on it, Q252695

Thanks for your help. I checked the status of my sysvol folder and it is
shared already, I have also checked article Q283133 and I checked all
the items that were mentioned there with my setup and all corresponded
and were ok on my dc but yet I still cannot join the domain, do you have
any other suggestions.

had the same problem. Set up Microsofts DNS on your DC.
Add your DNS-servers IP-address to the reverse lookup zone manually.
Test your DNS with nslookup from command-prompt.
