Good news if you are getting joy now using the boot disk. 
On Compaq laptops you need to set the boot order to use something like
INTMBA(INT = Intel MBA=Master boot adapter), this then gives you the F12
function. I'm not sure if this is also the case on Dells but in the list of
boot device you see an obscure one it will be worth a try.

Well Hear is something Interesting.... When I set my machine to boot from
the network it goes through the process of searching for an IP it does not
find any PXE images so it boots to the Hard Drive. Never gives me the press
f12.  Now I put in the RIS boot disk and everything runs as advertised....

Bus mastering - Don't you mean PXE v1.9 or above? 
I have RIS'd many laptops and apart from the issue I detailed earlier I have
had no problems. As long as the laptop is fairly modern.

RIS isn't going to work for you unless you have a bus-mastering network
card, or if your docking station can handle it.

I guess this is where you use SysPrep instead of RIS.

I hate laptops.
