What will be noted is that the USNs (update sequence number) of the attributes and objects in the database that is Active Directory will be older than what the other DCs show being last replicated to this DC.  So, any object or attribute that is older than what was last replicated to it will be updated.
 
The USN is one of the ways that DCs keep track of what changes they have received.  If DC A sends an update to DC B, then DC B will record USN for DC A, allowing it to determine at anytime if it has all updates just be determining if the USN for DC A is still what it has recorded.

Thanks Mr. Woods and Mr. Bjelke for the advice, I was able to run DCPROMO on the server in Tustin and it worked great. One last question, the server that was in San Diego is now in my server room and I would like to turn it back on and continue to use it as a DC in my domain as Mr. Wood states here, my concern is there has been changes made to the domain (like the removal of the DC in Tustin) that I don't want overwritten.

The way I understand it is the DC from the San Diego site will come online and read that the DC in the Camarillo facility has a newer version of the database and will update itself with that database and retain any changes made.

Is this correct?

Assuming you no longer need the servers as domain controllers:

The best thing to do make the final IT act at the site to demote the server
(transfer all FSMO roles off first if you prefer, but demotion would do that
automatically), then remove from the domain if appropriate, and delete the
site from the directory with AD Sites and Services.


If you are keeping the DC, change the site it belongs to with AD Sites and
Services, then turn it off, ship it back to Camarillo, turn it on, change IP
addressing, and pluf it in.
