Ok here is the next wrench.

I got them to have the machine joined to the domain.  The issue I have now is this.   

Using the kiosk scenario in the group policies common scenarios from MS. 
The user logs onto the kiosk machine which launches the remote desktop application as 
the shell.  They connect to the  Terminal Server.  I need that same account to be able 
to get to the apps on the Terminal Server.  So here is the question I guess.  Can I 
have the user configuration part of a policy only apply when the user logs into 
machines that are in a group called kiosk.

You could use the local group policy editor on the machine to set the settings. You 
could also join it to your domain, let the policies apply, and then unjoin it. That 
won't help with per-user settings, though.

        Ok this is definitely what I want to do with a twist.  They want the
        machine to be in a workgroup.  Therefore I cant deploy the policies via
        AD.  Is there a quick way to put the policies into a file and sneaker it
