I don't know how distutils.sysconfig get_python_inc works but this will
get the fullpath ti pythonXY.lib on Windows:

    >>> ver = "".join(map(str, sys.version_info[:2]))
    >>> os.path.join(sys.prefix, "libs", "python%s.lib" % ver)
    'C:\\Python23\\libs\\python23.lib'
