Tony, We have moved to keeping procedures separate from policies. The Statement of Policy and the definition of Operating Procedures in our policy on policies<http://www.purdue.edu/policies/governance/vc1.html> describe what constitutes an operating procedure, who has to approve it, and the requirements for posting and notifying the policy office.
