Yep. I'm not opposed to saying that the applicant must have *some* form
of technical need for it. Multihoming would be one valid requirement,
but it shouldn't be the only qualifying technical need.
Yes, that is where I thought we were. I was aware of the proposal to
remove the multihoming as an absolute demand but I thought there would
still be some kind of needs based delegation.
I liked the first version of the proposal...
Maybe I have some reading to catch up with.
