We also took over a DC along with a LIR some time ago. While the process was somewhat tedious and while we had to revisit several documents due to arbitrary bureaucracy, it would have been trivial to do the same in a malicious way. And if you don't believe me that RichiH-a didn't properly take over RichiH-b, I am sure their customer RichiH-c would be happy to provide a letter stating how desperately they need exactly _that_ IP space. I honestly don't know what we could do to improve the situation, but ru.ibulavkin* seems to be _clearly_ abusing the system. The sad part is, I am only surprised by the fact that it took so long.
