single /22?

good question. Not sure what would happen if a single /22 is no longer available. My intention would be for the last allocation to be the remaining crumbs (even if less than a /22).

Currently, the proposal's intention is to allow allocations lower than a /22 as long as the total would be 1024 IPs.
