I assume that your allocations actually have been legacy allocations
all along, pre-dating the RIPE NCC. These had been converted to
"PI" at one point, but the legacy policy gave you the option to convert
them back to "legacy".
*This* is about PIs that came from the RIPE NCC's stock, so, no
"legacy" in the sense of "pre-NCC allocations from Internic" here.
