Right. So all that is needed to dispose of PIv6 is to make these
/32s portable and perhaps a change in additional allocation
calculations in order to let the LIR get more resources if the
existing (sub-allocated) resources are not sufficiently utilized.

(The impact to the routing table is is about the same as "each region
has their own LIR", but for internal administrative reasons these setups
prefer to have a common address space for all official networks...)
