I was talking in general, not just in this region.

 

Also, they need be bound to the policies, which is not the case in all the 
regions.

 

As said, those are separate problems, not the same in all the RIRs, but closely 
related and also related to the transfers as a possible way to avoid the 
“continuity” of all those differential situations.

machinery is open to you.
 
Legacy holders already pay.  See screenshot from my LIR bill for 2020.  Been 
like that since our 2016 bill.
