There isn't much to AGPM, you could probably just uninstall it and
reinstall it onto the new server. It's basically what I did, but I went
down that road mainly because the previous tech did not set it up
correctly. So I uninstalled it and set it up properly with the proper
permissions and settings. Just make sure you note which groups have which
permissions in the AGPM section of the console. And if you have one account
that it has full permissions on all your GPOs, then make sure you know that
accounts password so you can re control the GPOs after reinstallation
