You are correct, otherwise the donor could get a tax receipt for "work for hire" also know as outsourcing to the "charity." And furthermore the charity which wouldn't be acting in best interest of the general (or generic segement of the) population as its first priority (a requirement of being a charity). I imagine the funding "grants" to be modelled more like the Canada Council for the Arts, where the artist gives an outline of his/her experience and a description of what they would do with the money if they receive a grant. I expect many times more grant requests than available grants, so only a few of the best ones would be chosen to receive funding. Donors would donate to the Foundations, with no representation to choose which projects. I imagine a board of equals (one vote) elected from and by CLUE membership. The board's job is to determine what grant requests get funded. I don't expect this to be a way for people to earn a few dollars between consulting jobs doing a free software little project for a couple of months, but a means of defraying expenses for those individuals who have demostrated via an exisiting track record of free software contributions that they are a good free software contributor, and their contributions would benefit others. Because AFAIK the tax receipt is only of any tax benefit in the country that it is issued, I expect nearly 100% of donations would be Canadian.
