Thanks to those who have rplied!!
I have tried two ways and only Mike S's way was worked.
First,
I uninstalled and re-installed these two program. The re-install order was AE , then
APPro.
The result was : AE's effects was still not accessed by APPro.
Second,
I copied all plug-ins of AE to the plug-in folder of APPro , then it worked well , all
AE's effects were
accessed by APPro. (but the performance was slower than that in AE.....maybe it was
the problem of my
computer ^_^ )
SO, I think what the ADOBE means " the AE's effects are available in APPro1.5.." is
APPro can use ..AEX .
Anyway, now I can use them all in APPro.

My understanding was you had to copy the fx to the plug in fold of premiere
