You might not have to. You say the client is not "Blu-Ray ready" so I take that to mean you will actually put the concert on a DVD for them. If so, you don't need to down-convert to SD 4:3, just use Encore to write it to a DVD in 16:9 - and note that just about any DVD player will play 16:9. I tend to use File > Export > Adobe Media Encoder in CS3 which makes 2 files for each timeline, and then import all of those pairs into Encore.
