Hi Gary:

The more important question should be If you should use the footage,
not how to use the lower quality footage.

Unless the composition and shooting is above the quality of your other
footage, you may want to re-think using it. This is an editing
decision that impacts ALL of your footage.

My experience is that those who shoot with outmoded cameras generally
don't have the experience that those who shoot with modern cameras do.
This isn't always the case.

A couple ways to use the footage and make it look better might be to
create a picture in a picture, or a 4 panel display with one pane at a
time animated. This will give you 4 times the native resolution of the
 handycam and make his footage look somewhat better. 

An alternative might be to distress his footage to make it look black
and white with some aging effects applied to make it look nostalgic. 

Finally, consider using it as a "security camera" point of view with a
Black and white/high contrast filter to differentiate it from your A
and B roll.

Hope this helps, but I still suggest not using the footage.
