Stan,
You should be able to do that.
To make sure I opened a project created in CS5.5 in CS4 and it worked.
You will have to point Premiere to the file locations as your HDDs may
have different drive
letters etc but once that is done you can open the project again without
a problem.
I am not sure about CS6.
