My old Canon XL1-S had an anti-flicker compensation built in, guess it
'synced' with the 50/60Hz pulses and took its base line from there.

What we have to remember is, the mains frequency is cycling where there are
essentially two pulses of light per cycle, one positive, the other
negative.  If you got it totally wrong, you'd have nothing, if you got it
spot on, it wouldn't flicker.  If your in 60Hz land, it shouldn't make any
difference, but, hang on, the drop frame?  What was the camera frame rate
(not the output container)?

Where in the world were you?  If you were in a 50Hz part, that would
explain it and the chances are you wont be (easily) able to correct it with
a simple fix.  You'll have to try and remove the duff frames, one by one....

Never had to do this, but that's the technical bit explained
