I agree with all of these answers except #1. (Never heard of utility under #3)
You do not need the previous devconfig file to perform a restore. The volhist can be created before the restore and in some cases has to be (because a manual library is required for some devices). When the DB is restored it will contain all of the previous device information. Not very time consuming to do. You do not need the previous volhist since you can from a volume as Daniel pointed out. If you don't know what the volume is you will have to point to each volume one at a time until you find it.
