You are probably behind a firewall which is not set up to allow the FTP server to initiate data transfer, in the common, Active form of FTP. Your IE is probably set up to use Passive FTP (refer to its Options, Advanced, "Use Passive FTP" setting). If using a Windows FTP client, you may find the NcFTP package more satisfying (http:// www.ncftp.com/download/).
