If you're writing custom rules you shouldn't have to rebuild those jars,
you should be able to just use them (and in fact if you change them, that
won't really work -- the IDE and Gradle plugins will be using the official
jars, not your jars). But those libraries already look for custom lint
rules supplied via library AAR files.

In any case, that e-mail thread probably predates some repository layout
changes. Up to date build instructions can be found here:
