getKeywordVariations() provides the same fundamental information as the KeywordToolExternal web application, represented as a number on a scale of -1 to 5 rather than a graph.
I don't know of any way to get the exact numbers you're looking for, and it doesn't sound like information that would be made available except as a rough estimate.
