I was logged into the MCC account, but still couldn't see the AdWords API Center Menu Item.
I now know what the problem is. You have two MCC Client interfaces. 1. Click on "My Client Center" Tab 2. Look down to the middle of the page. There is a link that says "View New MCC Interface" 3. Click on that link, and then look for the tab "My Account" 4. The "My Account" tab has the menu item we are looking for "AdWords API Center" Problem solved !!
