Thank you very much for your quick response. I follow what you are saying
and how the data is defined.
CSV files such as this google geo targets download file, which surrounds
values with double quotes and includes literal double-quotes in the values
need to escapes these literal double quote values with a pair of double
quotes ("") to format the records in the cvs file correctly.
