Admin role: Grants the user full control, including the ability to appeal suspensions, manage other users, and unlink the manager account. Standard role: Prevents a user from unlinking the manager account and from managing other users, but also restricts their ability to appeal suspensions. As there is no "Standard with appeal ability" role. I would suggest you check this Help Center article about access levels in your Google Ads account. The Google Ads API does not provide a separate set of permissions that would allow you to create a custom user role with this specific combination of abilities. The API user access and permission management are aligned with the permissions available in the Google Ads UI.
